Minior is missing from box?

Minior should be between silvally and komala but is missing in pre-sets :

National: Sorted by Species and National: Sorted by Species (Minimal) ,

its only included at the end, in one of the last boxes with all the forms. As this isn't the case with mons like Sawakabilly, (where the mon is included in the main pokedex boxes and the its variants are included in a separate box at the end ) i assume its a mistake? if not then i still think is should be added to these pre-sets otherwise it throws off the pokedex order
